NHNENC Delivers Big for NoHo: 49 Policy Actions, 98% Budget Spent, and a Year of Community Impact

President’s Summary — FY 2024-2025

  • As President of the North Hollywood Northeast Neighborhood Council, I’m proud to present this Year in Review Report summarizing our work, progress, and challenges from July 2024  to June 2025. In its 2024–2025 Year in Review, the North Hollywood Northeast Neighborhood Council (NHNENC) highlights a year of impactful civic action, policy advocacy, and community investment. With 49 Community Impact Statements filed, 15+ outreach events, 9 major community events hosted, and over 98% of its annual budget spent, NHNENC delivered tangible results across housing, public safety, beautification, and youth empowerment. From launching a new pocket park to mobilizing neighbors for monthly cleanups, this report captures a renewed commitment to grassroots leadership and local change in North Hollywood.

  • Total board members: 14

  • Gained 3 board members during the fiscal year: Board Member Enright, Sotelo, and Lee

  • Committees established/restructured:

    • Executive Council — Chair: Diaz-Arias

      • Re-established committee meetings on a monthly basis to ensure effective leadership and progress of the NC

    • Planning and Land-Use Management — Chair: Futrell

      • Re-established this committee after not having it for fiscal year 2023-2024

    • Housing & Transportation Committee — Chair: Enright

      • Established this new committee focusing on housing and transportation issues that fall out of the scope of PLUM

Events & Outreach Highlights

Events

  1. MLK Day Cleanup: Annual NoHo Community Clean Up (Senator Menjivar in attendance).

  1. “Beat the Heat!” Emergency Preparedness Event: Shared resources on beating heat exhaustion (Councilmember Nazarian and Congresswoman Rivas in attendance).

  1. MyLA 311 Event: Partnered with CD6 in promoting 311 app and making requests on dumping, graffiti, and more .

  1. Public Safety Forum: Partnered with CD2 and NoHo LAPD for a community town hall answering questions surrounding public safety and community services.

  1. EmpowerLA Youth Conference: Hosted Panel on civic-engagement with City Controller Mejia, DONE General Manager Chang, LAUSD Student Empowerment Coordinator Franco, and YDDE General Manager Salazar.

  1. LA Rent Stabilization Ordinance Town Hall: Partnership with NoHo NC and Keep LA Housed, featuring Councilmember Nazarian (Connected to our CIS on CF 25-0350: Tenant Anti-Harassment Ordinance).

  1. Special Board Meeting with Councilmember Padilla from CD6 and DONE General Manager Chang with Q&A styled questions from the Board and stakeholders.

  1. Keswick Pocket Park: Co-hosted the pocket park groundbreaking and eventual grand opening turning a once unused vacant lot into a small pocket park on 12136 Keswick St and Laurel Canyon.

  1. Volunteer Cleaning Communities (VCC) Clean Up Series: Ongoing partnership with VCC, NoHo NC and Clean California hosting monthly neighborhood clean ups in North Hollywood from March-June (4 total).

  1. Emergency Supplies Distribution: Hosted a distribution event in response to the wildfires and strong winds causing widespread power outages and hardship in North Hollywood.

Public Safety, Emergency, and Crisis Response

  • Emergency Standby Services Contract – Strengthening disaster response capabilities
  • Workshops for Crisis Workers – Educational and career pathways for unarmed crisis response workers and outreach to unhoused individuals
  • Fireworks Regulation – Stricter enforcement of state laws due to fire risk and illegal usage
  • 911 Call Response Reform – Improve emergency and non-emergency response times; invest in non-police crisis teams
  • Unarmed Crisis Response – Support a unified citywide model via CIRCLE and UMCR
  • Community Emergency Response Team (CERT) Support – Endorse neighborhood-based emergency training
  • LAFD Service Impact – Concern over reduced fire department operations and staffing
  • Vision Zero Traffic Safety – Urge traffic fatality prevention strategies and pedestrian/cyclist protection

  • Homelessness Spending Review – Call for quarterly analysis of homelessness funding and program outcomes
  • Homeless Shelter Definition – Align city code with California’s broader definition of shelters
  • Regional Homeless Response Agency – Support creation of a new LA County department for better coordination
  • Crisis Response for the Unhoused – Support unarmed teams serving unhoused individuals
  • 11430 & 11466 Chandler Blvd – Lease Agreement Amendment – Support lease amendment for Hope the Mission’s Tiny Home Village
  • 6099 Laurel Canyon Blvd – License Agreement – Support license agreement for Hope the Mission’s interim housing site
  • Tenant Anti-Harassment Ordinance Audit – Request audit of effectiveness and enforcement
  • Rent Stabilization Economic Study – Support Economic Roundtable study of RSO annual increases

Community Equity and Inclusion

  • Declaring North Hollywood a Trans Safe Haven – Affirm protections for transgender residents

  • Illegal Dumping – Fine Increase and Contract Ban – Support increased fines, misdemeanor charges, and city contract bans
  • East SFV Environmental Justice – Address disproportionate landfill and hazardous waste burdens
  • Illegal Dumping Cameras – Support citywide expansion of enforcement tools
  • Biodiversity and Native Landscaping – Promote pollinator habitats and California native plants
  • Artificial Turf Ban – Oppose synthetic turf containing PFAS and promote drought-safe landscaping
  • Protected Tree Enforcement – Strengthen rules for tree removal, replacement bonds, and violations
  • Abandoned Construction Sites – Require security measures and public safety compliance for stalled projects
  • Parks and Pools in CD2 – Support funding for North Hollywood and Valley Plaza park improvements
  • Griffith Observatory Viewer Access – Support viewer accessibility and free public telescope use

City Operations, Budget, and Planning

  • 2024 Budget – Street Lighting Upgrades – Support for solar lighting retrofits and anti-theft upgrades through Bureau of Street Lighting
  • Fiscal Year 2025-26 Budget Proposal – Community input on next year’s city budget priorities
  • Neighborhood Council Bylaws Reform – Promote youth participation, diversity, and leadership development
  • Peak Hour Travel Lane Removal Opposition – Oppose removal of lanes on non-transit priority streets
  • Speed Humps and Speed Tables in CD2 – Support GCP-funded traffic calming in specific Council District 2 locations

NHNENC Hosts Beat The Heat

June 14 the North Hollywood North East Neighborhood Council held a refreshing and informative gathering on how we can collectively and individually beat the heat this summer and onwards. Thank you to everyone who joined us!

Check Out LADWP Shared Solar

The Shared Solar enables residential customers living in multifamily dwellings (apartments, condominiums, duplexes) to fix a portion of their electric bill against rising utility costs for 10 years, as well as support renewable energy, help create local jobs, help reduce the carbon footprint of LADWP’s generation portfolio and lessen the impact of global warming.

Packed House, Powerful Voices: NHNENC Hosts Rent Control Town Hall with Councilmember Adrin Nazarian

NC President Zaid Diaz-Arias, City Council Member of the Second District Adrin Nazarian, and NC Parliamentarian Jennie Palluzzi

On April 2nd, the North Hollywood Northeast Neighborhood Council, in partnership with KeepLAHoused and the Noho Neighborhood Council, hosted a powerful Rent Stabilization Ordinance Town Hall that filled the MCC United Church Of Christ In The Valley with over 100 renters, advocates, and neighbors—all coming together for one purpose:

👉 To demand that the City of Los Angeles cap rent increases at 3% annually.

We were honored to welcome Councilmember Adrin Nazarian of Council District 2 as our special guest. With over 60% of his district made up of renters, our message to him was clear: The status quo is unsustainable.

The proposed reforms would:

  • Limit annual rent hikes to 60% of the Consumer Price Index (CPI), with a hard cap of 3%

  • Ban added charges for extra tenants or utilities

📢 This town hall wasn’t just a discussion—it was the result of months of grassroots organizing and cross-community collaboration. From building alliances with community organization and Valley neighborhood councils to amplifying voices often left unheard, this was community power in action.

Councilmember Nazarian heard directly from residents about how rising rents—even in so-called “rent-controlled” units—are pushing families out of their homes.

Together, we sent a strong message to City Hall:
🛑 Stop the rent hikes. Cap it at 3%.
🏠 Protect our neighborhoods. Keep LA housed.

The fight for housing justice is far from over, but last night proved we’re stronger when we stand together. Thank you to everyone who showed up, spoke out, and continues to push for a more equitable Los Angeles.

Board President Moderates Youth Development Panel at EmpowerLA Conference

On February 22, 2025, North Hollywood Northeast Neighborhood Council (NHNENC) President Zaid Diaz-Arias had the incredible honor of moderating a panel discussion on youth development and civic engagement at the 2025 EmpowerLA Youth Conference. The panel featured LA City Controller Kenneth Mejia, Department of Neighborhood Empowerment General Manager Carmen Chang, Youth Development Department General Manager Lisa Salazar, and LAUSD Student Empowerment Director Dr. Lorena Franco. Together, they engaged young leaders from across Los Angeles in discussions about the Neighborhood Council system, city services, and opportunities for youth involvement in shaping their communities.

The EmpowerLA Youth Conference, brought together 100 young people between the ages of 14-17 for a full day of learning and engagement. Attendees participated in interactive workshops on civic engagement, explored leadership pathways through the Neighborhood Council system, and had the chance to connect with city leaders and like-minded peers. The conference also featured a resource fair with over a dozen City departments and trusted community partners, providing valuable insights and opportunities for youth looking to make an impact in their communities.

Serving on NHNENC for 5 years, Diaz-Arias is now in his second term as president. As one of the youngest Neighborhood Council presidents in the system today, his leadership and commitment to youth civic engagement made him the ideal choice to moderate this important discussion. Under his tenure, the council has fully utilized its budget on impactful projects and has launched more community improvement initiatives than ever before.

As one of the youngest Neighborhood Council presidents today, Diaz-Arias remains committed to empowering young people to see themselves as active stakeholders in their communities. Events like the EmpowerLA Youth Conference highlight the importance of youth voices in local government and the impact of creating spaces for engagement, learning, and action.

NHNENC extends its gratitude to EmpowerLA, the esteemed panelists, and all the youth who attended and contributed to this vital conversation. The future of Los Angeles is bright, and NHNENC looks forward to continuing its work in championing youth leadership and civic engagement in the city.

MyLA311 Comes to North Hollywood

The North Hollywood North East Neighborhood Council partnered with Councilmember Imelda Padilla to host a MyLA311 event at Arminta Elementary on March 9. This was a great opportunity for neighbors to meet each other and learn how to use the MyLA311 app and put that newfound knowledge to use by walking through the neighborhood and reporting graffiti, dumping and more.
