Notice of Construction – Valley Plaza Park South & Valley Plaza Park North (behind Valley Plaza Branch Library)

Dear Resident/Business:
The Los Angeles Department of Water and Power (LADWP), in partnership with the Department of Recreation and Parks and City of Los Angeles Bureau of Engineering, has developed an innovative Stormwater Capture Parks Program to collect rainwater and urban runoff at nine local parks in the East San Fernando Valley.

The Valley Plaza Park South project will install a subsurface infiltration gallery, utilizing approximately 0.9 acres of land for stormwater capture and infiltration. The project will construct storm drainpipes to divert stormwater from the Tujunga Wash Central Branch. Construction of the underground infiltration gallery will include installing a hydrodynamic separator to separate trash, debris, sediments, oils, grease, and fine particulates from stormwater. The project will provide an average of 158 acre-feet per year of stormwater capture capacity, improved downstream water quality, and reduced localized flooding.

This project will incorporate greenery, including native vegetation, grass, and trees, along with other park improvements to expand recreational use. The project seeks to transform this site into a space with nature-based and recreational components that meet community needs and restore local habitat.

Construction Details
Construction crews will begin to mobilize the work area in September 2026. Work is anticipated to be completed by August 2028. Working hours are Monday through Friday, from 7:00 a.m. to 4:00 p.m. with occasional weekend work, weather permitting.
To accommodate construction activities, the parking lot located on St. Clair Avenue will not be accessible to the public and will remain closed for an extended period during construction.
